1. To draw up the Programs for Pre-commissioning and Commissioning and report it to the Site Manager in advance in order to prepare the delivery and Mechanical completion of the Plant. 2. Through scheduled meetings and depending on the Mechanical completion progress, a program will be established for delivery of finished work, preferably by Work Units or Operative Systems (Subsystems). 3. This program will be defined during the Home Office project jobs by the Pre-commissioning Engineer and Client. 4. In close collaboration with the Client, the Commissioning Manager identifies the Systems that must receive special treatment, such as chemical cleaning, steam cleaning, drying, etc. and checks the acceptance criteria 5. He/She prepares detailed instructions for Pre-commissioning, Commissioning and Start up, and all pertinent manuals in co-ordination with the Vendors Assistance, the Site Manager and the Client. He/She shall consider detailed requirements by Contract specifications, and advise to the Site Manager on each of these stages 6. If by Contract, the Pre-commissioning and Commissioning were the Clients responsibility, deliveries to be prepared by the Commissioning Manager will be according with the Contractual requirements for this advising position, 7. Provide support to the dept on the implementation of Company-wide HSE initiatives, ISO 14001, OHSAS 45001, 8. Guarantee that the project will be handed over according with the TR procedures in or agreed with Client. 9. Responsible for the application of the Environment, Safety and Health Rules and Regulations during the works performed in the area transferred to his authority. In particular Work Permit System 10. Coordinate with engineering in establishing RA, HIRADC and Permit to work 11. Raise Non conformities NCR, and ensure corrective action and preventive action taken 12. Attend daily safety/production meetings,PTW (Permit to Work) Meetings, Weekly Internal Meeting, 13. Safety policy, monitoring the effectiveness of health and safety performance. 14. In-charge of all HSE pre-commissioning and commissioning activities of the module such as energies of electrical switchboards, pipe testing and preservation and operational test of all the module equipment. 15. Supervise the submission of the NOE (Notice of Energies) and Isolation Certificates prior to commissioning. 16. Participate in joint line walks to ensure all safety measures as per LOTO system is in place. 17. Preparing the Risk assessment for any activity related with ergonomics and hazardous process

~Support the HSE Manager and team with planning, coordinating and implementing Of effective HSE policies, guidelines and procedures to ensure that the department objectives are met. ~ Provide support to Project and Operation team in all aspects of safety, occupational health, safety and environment issues ~ Attend pre-job, planning and client meetings as required on HSE related matters. ~ Provide support to the dept on the implementation of Company-wide HSE initiatives ISO 14001, OHSAS 45001, etc ~ Coordinate with engineering in establishing RA, HIRADC and Permit to work ~ Raise non comformities NCR, and ensure corrective action and preventive action taken ~ Assist with developing HSE plans that comply ~ Support the development of new HSE training courses as determined by the needs of the project to address specific hazards, trends or the need for refresher training by project workers. ~ Prepare and maintain course rosters,training module, course completion cards and other documentation as requested by the HSE Training Supervisor. ~ Development of HSE training courses, training matrix, course outlines, and audio and/or video editing of HSE training courses. ~ May exercise emergency authority to preventive or stop unsafe acts when immediate action is required. ~ Ensures there are safety messages in each Incident Action Plan. ~ Participate in planning meetings to identify any health and safety concerns inherent in the operations daily work- plan. ~ Ensure preparation and implementation of Site Safety and Health Plan (SSHP and ISPS CODE) ~ Reports to concerned authorities as requested or mandated by regulations.
